The Challenge
The Horizon had to deliver dignified, code compliant family units for Ward 7 on a fixed public timeline, with funding milestones tied to District reporting and a neighborhood that expected minimal disruption. Coordinating multiple agencies, utility authorities, and inspectors while protecting the budget was the core risk.
Our Approach
M2S acted as the owner's construction manager from pre-construction forward. We built an integrated master schedule linked to funding draws, ran weekly owner, architect, and contractor meetings, audited every pay application against verified field progress, and reviewed each change order against contract documents before it reached the agency for approval.
The Outcome
The building was delivered with documented closeout, complete commissioning records, and a transparent cost history the agency could present to oversight bodies. Families moved into finished, inspected units, and the owner received a turnover package ready for long term operations.
